About Us

The Institute for Law and Policy Planning (ILPP) is a nonprofit planning organization that has worked with local and state governments on managing justice systems towards more cost effective justice administration for over thirty years. Its mission is to provide feasible and cost-effective planning services, primarily in the area of criminal justice management, which are responsive to the needs, resources, and values of the client jurisdiction. Instead of focusing on building costly facilities to house overflow inmates, ILPP looks at the problem from a systemic perspective, offering alternatives and policy changes that reduce demand for jail beds. The firm meets with all of the system gatekeepers to assess how each agency impacts justice system flow and whether bottlenecks exist. ILPP is operated by a team of directors, headed by Executive Director Dr. Alan Kalmanoff. A national Advisory Board, representing experts in the fields of system management, law, and criminal justice, oversee ILPP's broad direction. ILPP maintains an office in Berkeley, California.

While ILPP's project experience spans jurisdictions of all sizes with diverse problems, certain common threads run through all of its criminal justice, court, correctional, program evaluation, research, and facility planning work:

  • Accurate and thorough characterization of the problem(s);
  • Comprehensive assessment of possible solutions which are feasible (and implementable);
  • Consideration of any fiscal impact on or needs of current and recommended courses of action; and
  • Inclusion of all system decision makers in the plan implementation and the strategic planning process.
