ILPP Services
The Institute for Law and Policy Planning (ILPP) is a nonprofit policy and research organization located in Berkeley, California. ILPP was founded over 30 years ago and works for counties, cities, states, and federal agencies, often in criminal justice policy evaluation and planning. These engagements are often stimulated by conditions of jail crowding and spiraling public saftely costs. ILPP strives to provide its clients with research and planning options and recommendations that are feasible and responsive to local needs and values.
Criminal Justice System Assessments
ILPP's unique approach examines the interaction between all justice agencies in the criminal justice system to determine ways each could increase efficiency in the overall system. The sum of these changes produces results that resolve problematic issues such as jail crowding, court delays, and congested programs and services.
Our studies generally pay for themselves within the first year from the cost avoidance they generate.
Fee: varies depending upon the size of the county, but typically ranges from $100,000 to $175,000
Jail Population Studies and Projections
ILPP will collect and analyze data from your county inmate population to determine sources of crowding and identify achievable solutions. Our analysis will also examine crime and population trends from your county to project future jail space needs.
Fee: $10,000-20,000 plus travel expenses
Information Systems Integration Assessments
ILPP will review the information systems in each of your county's criminal justice agencies to produce a strategic plan for integrating databases. Our objective analysis will save money compared to vendors, as we have no vested interest in selling hardware or software.
Fee: $10,000-15,000 plus travel expenses
CJCC Facilitation
ILPP will develop and facilitate your county's criminal justice coordinating council (CJCC). We will bring together key decision makers from your justice community to create a high level of collaboration that yields dramatic improvements for the justice system. ILPP will also prepare data-driven reports that the CJCC can build their initiatives around.
Fee: $50,000-100,000 per year
